This does not register with RIR policies. The current unified RIR policy
(see 5.4.1 in http://www.arin.net/policy/ipv6_policy.html) recommends
assigning /48 to users in the general case, as recommended by RFC3177
http://www.arin.net/library/rfc/rfc3177.txt

This policy is common to ARIN, RIPE and APNIC.
