Well, you can take a look at the number of entries at whois.arin.net to give
some idea.  On the other hand, it's not clear to me whether ARIN is actually
assessing fees under this schedule on people who registered for address space
pre-ARIN (i.e. with InterNIC).  I know people who have old delegations still
listed at whois.arin.net but have never received a bill from ARIN.
