In the context of tour (excellent) post, this is flawless logic.
However, it might backfire. On another list, we are currently discussing
about putting a hefty price on announcing a prefix in the global routing
table should allocation of PI addresses to end-sites become unavoidable.
At this point in time, I do not think that we should encourage RIRs to
give away portable address without a good reason.
