Well, this is one of the criteria for allocating RIR space at all - if
the company intends to allocate 200 /48s to end sites over the next two
years. (Neither "200" nor "two years" are checked very strictly right
now, but it's the written rule).

I'm against hard quantitative rules for something that's constantly changing.
The reason is that things that make sense "today" might be totally
irresponsible "tomorrow" - the tunnel mess is part of that. Some years
ago it was absolutely necessary to get connectivity, today it's doubtful,
in a few years the tunnels should (hopefully) completely go away.
