[6bone] pTLA request BUI - review closes 3 September 2002

Hi,

I'm all for giving developers full access to IPv6, but I don't think the 
criteria are met:

Notably "user community that would be served by *its becoming a pTLA*.

It appears to me that BUG does not qualify as a major provider of Internet
service, and these functions can be carried out quite well with a /48
assignment.
