This will fit today's needs, but the global IPv6 policy does not forbid
assignment of a /24 or even a /20 to a Really Big ISP.
So maybe that should be:
ipv6 prefix-list subTLA-only seq 25 permit 2001::/16 ge 20 le 35
(but as I said, *today*, nothing bigger than a /32 has been assigned)
