I would disallow seq 20 because there are no other allocations yet in the 
2000::/3 scope, other than the ones you have already explicitly
specified.

The name is also flawed: These are no longer subTLAs. If I were to chose
a name for this filter, I would call it 'strict' where-as a 'sloppy'
filter in my definition would allow /48 and smaller prefixes in the
6BONE networks and ALLOCATED-RIR networks.

Also, it's just a matter of time before some company (in Japan?) will
start announcing a prefix smaller than /29, so I do hope this
information gets loudly broadcasted so law-obiding citizens can adjust
their filters.
