[6bone] cisco ipv6 slow perfs

The config is a bit sensitive to post, it is a dual-stack link both
enabled on v4/6 with cef (i don't have route cache enabled though). Every
single ipv6 download is limited to 50/100kb, i don't have cisco support
either (although i am currently arranging one).

Is there anything people might actually suggest for me to test ?
