No. The addresses are unique, while RFC1918 addresses are not. They
have PTRs while RFC1918 has not.

You only need to send ICMP mit *source* address in the IXP mesh and
this is easily possible.
Pity to see that the FUD that IXP addresses have to be routed is still
around.
