[6bone] Is minimum allocation /64 now?

I am sorry that I should describe my question more clearly.

Current min allocation for IX is /48, so it is assuming that each P2P
use one /64.
Previous min allocation for IX is /64, so it is assuming that each P2P
may use /127 or something longer than /64.

So, that mean the min allocation for a subnet is now /64.

Then, back to the question.
