[6bone] ARIN allocation

Indeed not working well at all.
Lots of trouble with PHP 4.2.3 and up too
All related to the MM session handler
Segfaults, child processes dieing.

Downgraded as well and wouldn't advise apache 2.0 nor php 4.3.0 to anyone.

Apache 2.0 isn't working even in IPv4, I had to downgrade an installation back to 1.3.26. Definitely not 
for production environment, maybe when 2.1 is out...
