[6bone] Sprint 6bone-only BGP changes

Making the transition from 2001:440::/35 to 2001:440::/32 has caused us the
need (based on config/software) to clear bgp to all neighbors this morning.
Apologies for the inconvenience (but then again, this is why it is free :)
).  It looks like some parts of the network were stuck in 2001:440::/35 as
exported route.  This is now fixed.
