Hoi,

man rtadvd  (on your OpenBSD router box)

For Linux, check /proc/sys/net/ipv6/conf/default/, make sure accept_ra
is '1', which it always is on Linux. Other (smarter) OSes do not
automatically accept router advertisements (that your openbsd 3.1 box
will be generating). 

See also the 'net.inet6.ip6.accept_rtadv' on BSD boxes.
