I don't think that Cisco has broken BGP4+ implementation in use so, my
bets are that it's most likely 15180.

Zebra 0.93 (i386-unknown-freebsd4.4).
Copyright 1996-2002, Kunihiro Ishiguro.
I'm not aware of any "keep v6 routes when they go away" problem with Zebra
but, there is a newer version of Zebra available. We're running it at
EnterZone.
I am VERY interested to know what 15180 is running though since everything
else is pointing to them.
