	Whom is aggregating this prefix?

	The original delegation request to ARIN specified that this
	range was being used for exchanges and infrastructure purposes.
	Exactly like the 198.32.0.0/16 space in v4 space.  And the 3ffe:0:
	space in the 6bone.
