 we accept this way of routing as a bootstrap/transitory measure.
 or not.  the nifty thing about Exterior Gateway Protocols e.g. BGP
 is that sites are able to express what ever policies they wish at
 their routing "edges" - If you think this is "a bad thing", then
 you are free to reject those paths/prefixes you find distasteful
 at your edges.
