At least over here, the pricing for static IPv4 addresses does *not* come
from "the small ISP has to pay the price to the larger ISP" (our customers
are *not* billed by the number of IP addresses, and I know that other
LIRs do it the same way).

The extra price comes from distinguishing "ultra-low commodity products"
and "product that requires some customer-specific configuration" - the
latter should be less effort for IPv6...
