[6bone] the end of ngtrans

 v6ops is a newly started group w/ its own list.
 Bob Fink (currently) manages the 3ffe:: prefix under the
 perview of the IETF as the 6bone.

 the 6bone mailing list is independent of either of these
 two and is run by me.
