AS7660 as listed as being APAN JP Network Operations Center, 1-8-1 
Otemachi Chiyoda-ku, Tokyo, contacts are listed by name, no e-mail 
addresses.

But go to http://whois.nic.ad.jp/cgi-bin/whois_gw and ask it for 7660 - 
you'll get what you are looking for.
