 I think you need add this:

ipv6 bgp neighbor 3ffe:1900:3::1route-map set-nexthop out

route-map set-nexthop permit 10
 match ipv6 address all
 set ipv6 next-hop local fe80::xxxx:xxxx
 set ipv6 next-hop global 3ffe:xxxx:xxxx::x
 set ip next-hop 206.82.192.10
