I though the sub-TLA prefix was 2001::/16. Bill please double check
this; it is rather confusing in the drafts due to the format
prefix being 3 bits long. 

To be clear the sub-TLA prefix is specified as

> > TLA ID = 0x0001
which I thought turns into 2001::/16. Tell me if I am confused.
