It's updated daily, somewhere between 00:00-1:00am pacific time.

The best source for the file is:

ftp://whois.6bone.net/6bone/6bone.db.gz

The file is stored at other locations too, for ease of use and fall
back purposes in case of failures.

Note that you can check for '# EOF' at the end of the file to make
sure that you got the complete file.
