So you are ready to assert that the networks concerned will have a
physical topology that matches this geographical topology precisely,
for the next few decades? 

Bill, the reason there is no defined geographical addressing scheme
for IPv6 is that nobody has yet described one that has met consensus
that it is scaleable and routable.
